At lower frequencies pretty much. Seems to be fine for VHF comm and nav. You start to get degradation a the higher frequencies for Transponders and ADS. Some have noted better performance of these with just the tip of the antenna sticking outside the skin. Monopoles do need a ground plane.

Is fiberglass more or less radio wave transparent? Is there a reason for the ELT antenna, transponder antenna, and DME antenna to be outside the aircraft? Nav and  Com are buried under the skin afterall.
